Program Analyst
New London, CT
This Program Analyst Position is located in New London providing project management support to the APM for VIRGINIA Payload Module (PMS 450V), VIRGINIA Class Submarine Program Office (PMS 450), Office of the Program Executive Officer, Submarines (PEO SUB), Naval Sea Systems Command.
The position requires knowledge of Navy Ship Program office processes and metrics, cost estimating, schedule assessment as well as some knowledge of General Dynamics Electric Boat (GDEB)/Huntington Ingles design and construction practices. 
Technical responsibilities include understanding submarine design, construction and maintenance initiatives in order to perform the tasks listed below.   
Specific responsibilities include but may not be limited to:
  • Serve as PMS450 On-Site programmatic/technical representative at Electric Boat (EB)
  • Provide deck plate support during concept arrangement phase of the design
  • Review and provide feedback to contractor on official correspondence being generated
  • Assist contractor in managing design metrics
  • Provide real time feedback to PMS450 on emerging programmatic and technical issues
  • Provide an assessment to PMS450 on EB cost/schedule/technical performance/manning issues.
  • Make technical assessments and recommendations required for successful program execution, administration and management. 
  • Assess technical, contractual, and schedule risks and mitigations. 
  • On a continuing basis, monitor status of assigned tasks and report progress to Navy leadership.
  • Duties may also include working with PMS397 on joint program related issues.
  • Demonstrated understanding of operational requirements, Navy acquisition processes, program control and financial management experience.
  • Ability to facilitate technical and programmatic agreements with multiple stakeholders. 
  • Analyze and evaluate program/project engineering requirements and recommend technical, schedule and cost tradeoffs. 
  • Prepare detailed cost, performance and risk projections involved in modifying, eliminating or introducing new technologies into the system. 
  • Develop metrics and messaging strategies to communicate with contractor and Navy leadership the status of the affordability program.
  • Strong organizational skills, communication/presentation skills, technical writing skills and attention to detail.
  • Written and verbal communications skills, and demonstrated ability to present material to DoD and non-DoD officials.

  • Technical degree preferred, not required
  • 10-15 years of relevant experience.
  • Must be a US Citizen with Secret Clearance
